If you want to create a new lot, you must provide access to a public road from the lot.  If you want to access a town road, contact the Culvert Inspector.  If you want to access a county or state road, Contact Washington County Highway Department 262 335 4435.

 

If you want to build or improve a driveway that connects to a Town Road, you must contact the culvert inspector to obtain a permit.  The permit fee is $100.00 and  you must post a bond in the amount of $500.00.  If you want to create a lot, you must connect to a public road.  To connect to a county road or state highway, contact the county or the state.  To connect to a town road, an inspection for safe access is required before approval of the land division, the fee is $75.00 for the inspection.  Contact the culvert inspector.  The culvert permit application and standards for culverts in the Town are shown below:

The undersigned and designated applicant requests permission to construct the driveway(s) hereinafter described on town road right of way, and in consideration of being granted permission, as evidenced by the approval of the authorized representative of the Highway Commission, binds and obligates himself to construct the driveway(s) in accordance with the description contained herein and sketches, if any, attached hereto, and to abide by the general requirements and location, design and construction requirements se forth on this form.

            Minimum Diameter:       18”  or 15” x 21”, Minimum length 24 feet, Apron and walls are required.

A cash bond shall be required in the amount of $500.00 for all driveway permits.  The bond will be refunded after occupancy, final grading and seeding, and final inspection demonstrates installation and restoration of the town road to the satisfaction of the highway committee or its designee has been accomplished and drainage on the project is appropriate and the town clerk notified in writing.  Applications for refund must be made to the Culvert Inspector within one year of the date of the Occupancy permit or the bond is forfeited.  All driveway permits shall expire six (6) months after application, unless extended by the Culvert Inspector.  Said driveway permits are non-transferrable and non-refundable the bonds shall be returned only as stated above.  This application and terms and conditions of proposed permit agreed to:

The following construction standard and general requirements shall apply to any culvert placed within the right-of-way and to any paved driveway approach within the right-of-way.

a)      Culverts, where required by the town shall be twenty-four (24) feet long for residential driveways and forty (40) feet long for commercial driveways.

b)      Culverts shall be installed with apron and end walls.

c)      Only new galvanized steel meeting minimum state highway gauge will be allowed.

d)      Culverts shall be laid on a bedding of three-quarter (3/4) inch road gravel and shall be backfilled with three-quarter (3/4) inch road gravel.

e)      End treatments, if used, shall be installed at a maximum of forty-five (45) degrees to the road surface and shall not exceed the driveway grade in height.

f)        Driveway grades shall be placed in a manner to maintain a pitch of one-half (1/2) inch per foot away from the roadway to the center of the ditch flow line.

g)      No concrete surface shall be allowed within the highway right-of-way.

h)      The applicant shall be responsible to call the Diggers Hot Line and any other underground utility sufficiently prior to the commencement of excavation to permit proper marking of the area.

i)        The applicant shall restore the right-of-way to the satisfaction of the Culvert Inspector and as soon as possible in order to avoid a hazard to the traveling public and excess erosion.

j)        All work within the right-of-way shall be performed in such a manner so as not to interfere with traffic on the adjoining roadway.

k)      The entire cost of installing and maintaining the driveway access and culvert, including restoration, shall be the financial responsibility of the applicant.

l)        The applicant agrees to hold harmless and indemnify Town of Wayne, its officers, agents and employees against any loss or damage for any personal injury or property damage sustained by reason of the exercise of this permit.
